Guard sine-start mapping against DShot commands, wire use_current_limit

- Skip sine_start_map when adjusted_input <= THROTTLE_MIN_SIGNAL to
  prevent DShot command values (0-47) from being remapped into throttle
- Harness load_eeprom now sets use_current_limit when current_limit valid
- Wire use_current_limit config key to MainState
