Gate TestShared behind #[cfg(test)]

TestShared and all its trait impls (MotorState, IsrTiming, MainControl,
SharedComm) were compiled unconditionally despite only being used in
test modules. Gate shared_impl module with #[cfg(test)] so it's
excluded from production builds.
