Remove unused test_cases / test_sets controllers

These two controllers were made inaccessable in 2da020ef59c5e, which was
over 12 years ago. The controllers themselves weren't removed, nor the
specs, but surely if they haven't been needed in over 12 twelve years we
can remove them now.
