Add AGENTS.md with openvax workflow guidelines

Adapted from ~/code/mhcgnomes/AGENTS.md for pyensembl's actual scripts:
no format.sh, and deploy.sh does not self-bump the version (it must be
bumped in pyensembl/version.py before running ./deploy.sh). Also adds a
"no tautological config tests" rule reflecting the test removed in the
prior commit.
