chunk lastal input files into 100000-record batches

User testing has revealed long runtimes and/or error exit codes for
lastal with very large input (>=100M reads). This commit adds a
function, lastal_chunked_fastq(), to chunk lastal input into batches of
at most “chunk_size” each (default is 100k reads). The functions
lastal_get_hits() and filter_lastal() have been refactored to make use
of the new chunked lastal function (and to remove prior code
duplication)
