feat(qual): add OpenAPI schemas for automatic qual DEV-1748 (#6717)

Include automatic QA in endpoint documentation.

Adds schema and documentation for the automatic_bedrock_qual action.
This does not include the README or schemas around verification; those
will be added in a separate PR for easier review.
