Re-implement halt command on pos/vel modes, accept TPDO timer params

There is no halt command implemented in CSP mode, and ITorqueControl
iface does not support `stopRaw`, therefore disable them in said modes.
Also, attend to target reached event in pos mode in order to reset halt
bit after the stop motion completes.
