fix(builtin): deprecate UInt/UInt64::trunc_double (#4740)

Both are the raw `%f64.to_u32` / `%f64.to_u64` primitives, so NaN,
negative, infinite and out-of-range inputs behave differently per
backend: js wraps (UInt) or throws RangeError (UInt64), wasm traps,
and native is C undefined behaviour. UInt::trunc_double's doc also
wrongly promised saturation.

Deprecate both in favour of Double::to_uint / Double::to_uint64, which
saturate on every backend. skip_current_package keeps the guarded
internal uses in the js/native to_uint/to_uint64 warning-free.
