feat(builtin): add Int::to_int

Every other integer type, and Byte, Char and Bool, converts to Int with
to_int; Int itself did not. With it, code that does not know whether a
value is a Byte, a UInt16 or an Int can write x.to_int() for all of them,
e.g. code generated to read a table that is Bytes when its entries fit
in a byte and ReadOnlyArray[Int] otherwise. It is the identity
("%identity"), so it costs nothing.
