refactor(builtin): keep intrinsics on non-primitive unsafe views

Restore the unsafe_view / unsafe_mut_view intrinsics on the functions
that are not a direct primitive binding (Array, ArrayView, MutArrayView,
BytesView unsafe_view; Array, MutArrayView unsafe_mut_view), so calls to
them keep being lowered at the call site and do not depend on the
inliner. Only the functions now bound to %arrayview.make_view drop
theirs.
