feat(tools): websearch output-size protection — snippet cap + byte budget + backstop (T7)

Mirror the search tool's T7 protection for websearch: Ollama web_search
has been observed to return full-page text as the per-result snippet
(300KB+ per hit); a research session accumulated 9M chars across a
handful of searches, triggering repeated context compaction.

- every snippet capped at 500 chars with a visible marker naming the
  remedy (use webfetch on the URL for full content)
- new tools.websearch.max_output_kb knob (default 50KB) backs a
  graceful byte budget (enforced at 90%) and the central
  _enforce_output_limit hard backstop via its existing getattr contract
- budget hit stops result inclusion, sets truncated + total_hits and a
  remedy hint (fewer results, more specific query, webfetch a URL)

Gates: make lint, targeted suites (28 websearch + 104 search/backend
tests), full make check (3425 passed, 8 skipped).
