docs(todo): record M.9 — unit-based age semantics for stub gates

Post-0.13.0 refinement: migrate stub-stage age gates from completed
turns to compaction rounds (min_age_rounds), giving in-turn granularity
and removing the completion cliff; default to be tuned from persisted
compaction-run telemetry, not hand-guessed.
