test: skip POSIX-only make-outcome and tilde-path tests on Windows

Two test-only platform skips completing the Windows CI repair — no
product-code changes:

- test_make_outcome.py: the module was written after the make tool's
  Windows platform gate existed but forgot the module-level skip that
  test_make.py carries; on Windows the gate's refusal result made all
  five tests fail on result.result["outcome"] lookups.
- test_usage_report.py::test_tilde_path_expanded: monkeypatching HOME
  pins the tilde target on POSIX only — Path.expanduser() reads
  USERPROFILE first on Windows, so the test opened the runner's real
  home path. Skipped per suite convention (cf. test_usage.py).

Verified: make check green.
