refactor(storage)!: remove the unused postgres Notifier (#2372)

Remove the deprecated LISTEN/NOTIFY Notifier and the KeyValueStoreNotifier that wraps it from platform/view/services/storage/driver/sql/postgres. FSC never constructs either one, and Panurus ships its own copy of the notifier. The decodeBYTEA and identity helpers in encode.go go with them, since the notifier was their only caller. The Notifier was the only user of github.com/jackc/pgxlisten, so the dependency is dropped from the root and integration go.mod files.

connstate.ComponentDatabaseNotifier has no reporter left, so it is removed, and the database_notifier caveat goes from docs/platform/view/services/monitoring_metrics.md.

sqlcommon.TestCases skips the notifier cases when unversionedNotifierProvider is nil. The Postgres tests pass nil; the sqlite tests still run the notifier cases against sqlite.NewKeyValueStoreNotifier.

BREAKING CHANGE: the following exported symbols from platform/view/services/storage/driver/sql/postgres are removed: Notifier, NewNotifier, AllOperations, NewSimplePrimaryKey, NewBytePrimaryKey, KeyValueStoreNotifier. The constant ComponentDatabaseNotifier is removed from platform/view/services/metrics/connstate.
