test: run the unit tests that are safe in parallel and name what blocks the rest (#2368)

Tests that pass in parallel under go test -race -count=3 -shuffle=on now
call t.Parallel(), including about 50 in the MSP packages that build their
own MSP. Every //nolint:paralleltest left in the touched files and in the
four MSP packages names the shared state that keeps its test serial: the
MSPs TestMain sets up, the process-wide local MSP in mgmt, the idemix key
import race inside fabric-amcl, goleak, t.Setenv or t.Chdir.

Four tests in multiplexed_edge_test.go stay serial: goleak inspects every
goroutine in the process and fails when other tests run beside them.
TestX509TypeFolder stays serial because TestRefresh adds an MSP to the
testdata folder it loads. TestOptions_PersistencesSurviveTemplateClone is
serial because NewNodeFromTemplate asserts through the global gomega.

TestNewClientStream_ConcurrentDialsShareConnection waits up to 10 s for
the server's connection. A dial returns once the upgrade response is
written, before the server handler hands the connection to the test, so
the non-blocking check could run first and fail under parallel load.

platform/fabric/core/msp failed under -count=3 or -shuffle=on. Two tests
emptied localMspV13.admins without restoring it, and TestSerializeIdentities
compared a cached validation flag that only an earlier test had set. The
tests now restore the admins and validate both identities before comparing.

The test list of every touched package is unchanged.
