Refresh OpenRefine's name and links in related work (#764)

This updates the OpenRefine entry in the related-work documentation,
which still uses the former Google Refine name, a Google Code URL, and
an old extension announcement.

## Changes

- Use the current name while retaining the former name for recognition.
- Link to the official website, GitHub repository, and extensions
catalog instead of the historical links and count of two extensions.
- Related to #616; this only updates the OpenRefine entry, not the other links reported there.

## Behavior and review notes

The revised entry describes OpenRefine without embedding a current
extension count, which would become stale again. Readers can follow the
official catalog for availability and compatibility information. The
scope is deliberately one related-work entry; other links in #616 still
need independent review.

## CI compatibility follow-up

The hosted run failed before tests on Ubuntu 26.04: Python 3.8/3.9 have
no matching setup-python builds, the legacy Python 2.7/3.6 builder
cannot install `lzma-dev`, and one MySQL container could not bind the
host's already occupied port 33060. The latest upstream `master` run has
the same four legacy-Python setup failures.

- Keep all 25 source-test matrix combinations. Use Ubuntu 22.04 for
Python 2.7/3.6 and Ubuntu 24.04 for Python 3.8/3.9; all other runners
remain unchanged.
- Remove the unused MySQL X Protocol host port mapping; the normal 3306
mapping and database tests remain enabled.
- Rebuilt `singlehtml` documentation with `-W` on the 3090 Linux server
using the existing Python 3.13.5 environment: passed.
