Refactor executor lifecycle and native cleanup (#1658)

- Replace lifecycle flags with explicit atomic states.
- Synchronize worker startup before publishing the running state.
- Centralize shutdown and partial-startup resource cleanup.
- Preserve shutdown retries after interruption or thread-join failures.
- Remove nested event-loop execution during teardown, preventing shutdown from running unrelated JavaScript callbacks.
- Detach async handles and reclaim them through the libuv close callback.
- Reject spinning until the executor is stopped.
- Add startup and non-reentrant shutdown regression tests.
- Update JavaScript and TypeScript lifecycle documentation.
