Fix executor nanosecond timeout overflow (#1657)

## Summary

Preserve long executor timeouts by storing converted nanoseconds in a 64-bit value.

## Changes

- Pass a separate `int64_t` duration to `rcl_wait()` instead of storing nanoseconds back into the 32-bit millisecond parameter.
- Prevent truncation that could turn a 5-second timeout into approximately 705 ms or other positive timeouts into infinite waits.
- Preserve zero-timeout, negative-timeout, and synchronous `spinOnce()` behavior.
- Add an isolated `spinOnce(5000)` regression verifying that a one-second timer fires before the call returns.
