Skip destroyed timers during ready callback dispatch (#1653)

## Summary

Prevent crashes when an earlier callback destroys a timer already queued for execution.

## Changes

- Check timer registration before accessing native handles while preserving dispatch order.
- Add 12 regression cases covering `spin()` and `spinOnce()` destruction, cancellation, and replacement.
- Document timer destruction behavior and refresh rclpy parity tracking through `6b5b070`, keeping the shutdown-blocking issue open.
