Simplify CI with official ROS Docker images (#1600)

## Summary

Use official ROS images to simplify Linux CI and reduce environment-setup dependencies. Retain Rolling coverage on Linux while focusing Windows CI on stable ROS distributions.

## Changes

- Use official ROS base images for all Linux build/test distributions, stable-release prebuilds, and the Lyrical ASan job.
- Remove redundant ROS installation, nightly tarball downloads, release lookups, and rosdep bootstrap steps.
- Reuse `setup-ros2-apt` at its original path for shared ROS test-interface and optional Electron dependency installation.
- Rely on image-provided build tools, Python, CMake, and `libatomic1`; remove duplicate installations, unnecessary sudo usage, and ARM64 workspace ownership changes.
- Remove Windows Rolling from the matrix while retaining Humble/Jazzy/Kilted/Lyrical builds and full Lyrical tests.
- Disable Pixi post-cleanup on disposable GitHub-hosted Windows runners.
- Preserve Node.js versions, ARM64 Rolling IDL testing, Lyrical coverage/package/docs checks, and prebuild artifact publishing.
- Enable fail-fast shell handling in the ASan retry command and document the revised CI coverage.

## Observed CI Results

Compare successful runs of `develop` at `00b431da` (2026-10-19) with this PR at `f46f8abe` (2026-10-21):
