Clean up build, CI, and tooling configuration (#1648)

## Summary

This PR modernizes build and CI tooling, updates the Docker development environment, enables Electron testing on Node 26, and simplifies the build guide. It also consolidates ROS repository setup and improves handling of intermittent download/API failures, without changing runtime requirements or compiler settings.

## Changes

- Remove the unused distro-identification workflow and legacy Husky configuration.
- Update Docker defaults to Node 24 LTS and npm 11.19.0, improve build failure handling, and clarify source-development usage.
- Remove the blanket Node 26 Electron test skip.
- Reuse the shared ROS APT setup action across Linux build, ASan, and prebuild workflows, ensuring checkout precedes local action usage.
- Follow the official dynamic latest-release lookup without authentication or version pinning, adding JSON validation, bounded retries, timeouts, explicit error reporting, and temporary-file cleanup.
- Correct outdated CI, Vite, and formatter explanations while preserving existing CI policies and build targets.
- Condense the build guide and clarify that Windows C++ mode currently follows Node/Electron headers rather than ROS-specific settings.
