refactor: declare builtin types in core

Declare the builtin types in core with the `#builtin` attribute instead
of relying on the compiler's hard-coded definitions:

- `builtin`: the primitives (`Int` and `UInt` with the `Int32`/`UInt32`
  aliases), `StringView`/`BytesView` (value types), `FixedArray`,
  `ReadOnlyArray`, `Error`, `FuncRef` and `Option`.
- `int16`: `Int16`; `float`: `Float`.
- `Result` is declared in `builtin` as an ordinary `pub(all) enum`, without
  `#builtin`, so it no longer depends on the compiler's special `Result`.

The prelude re-exports all of them. `int16` and `float` now declare the
type their black-box tests use unqualified, so they disable
`test_unqualified_package` like `builtin` does.
