fix(Rating): give a read-only rating without a checked star a tab stop on its first star (#1688)

A read-only rating keeps only its checked star in the tab order, so without a value every star had `tabIndex = -1` and the rating could not be reached from the keyboard, also after a form reset to an empty start value. While no star is checked, the first star (the first half with `precision: 0.5`) now takes the one tab stop. Space, the arrow keys and a click on it change nothing; the group still carries `aria-readonly="true"`.

The tab stop comes from the same rule that picks the radio a form submit points at when the rating blocks it: the checked radio, otherwise the first. React and Vue already read it from `blockedValue`; vanilla now has it in one `_blockedRadio()` instead of computing it in two places. The docs, the API description and the migration entries say where the focus lands while no star is checked.
