feat(TimePicker): add minDate and maxDate (#1686)

* feat(TimePicker): take minDate and maxDate as times of day

The time picker takes minDate and maxDate, given as time strings or as dates of which only the time of day counts, and also when they come through inputOptions. A field with only a time compares both limits by the time of day, so a limit given as a date on any day works; a latest time at midnight still covers the whole day and disabledDates keep working. The picker hands its time roll the limits brought to the field's layout, only when one is set, and puts a time moved into the limits back into the roll.

Without a chosen time the time selection no longer judges minutes and seconds by the limits, starts on the day period of the first hour the limits allow, and the roll enters a column on its first enabled cell; this also applies to the date picker's time selects with an empty date. The time picker docs get a section on the limits and the two options.

* fix(TimePicker): start the time roll of an empty field on one time

Without a chosen time the time selection takes one start time, the smallest listed hour the limits allow, on the day the field holds its time. The day period, the base of a pick and, in the framework editions, the time the roll shows as selected all read it, so a range from 09:00 starts on the morning and a minute picked first lands on that hour. A pick in the last column that a limit moves keeps the focus in that column on the new value.

* fix(TimePicker): judge an empty time selection by the start time only with limits

The start time of an empty time selection now exists only when the page sets a limit: the smallest listed hour the limits allow, with the first listed minute and second. Without limits the day period, the base of a first pick and the selected cells are what they were before the limits. A day period picked first lands on its first allowed hour, the date picker's time selects show the start time, and a click... (continued)
