fix(ChipSet): report clear and removeSelected once (#1687)

`clear()` and `removeSelected()` removed the chips one by one through `remove()`, so clearing three chips sent three `change.coreui.chip-set` and three `select.coreui.chip-set` events, and Chip Input wrote its value field and sent its native `input` and `change` three times. The removals now run as one action: the cancelable `remove` still fires for every chip, and `change` and `select` fire once after the last chip is gone, carrying the chips a listener kept. Nothing is reported when the chips did not change, also when a listener keeps every one. While the action runs, every change of the chips waits: a chip a listener adds or removes, or a `clear()` it calls, joins the action and is in the one report, which also fires when a removal throws.

React and Vue have no clear-all or remove-selected method: the page replaces the controlled array, which already reports once. The vanilla docs of both pages and the v6 migration guide describe the new reporting. The three minified bundle budgets go up 0.10 KB for the measured +117 B gzip (zlib -9 against v6-dev), which still fits them.
