fix(MultiSelect): let a given value win over options marked selected (#1677)

A given value used to add to the options marked selected, in the markup and in options, and it stayed in the config, so a later setConfig() with new options applied the start value again over the user's choices. The value is now the selection whenever it is given, at the start or through setConfig(), and it also selects options that setOptions() or setConfig() bring later for the first time, so a value given before its options load still applies, as in the React and Vue editions; options shown before keep their state and their selected marks. [] selects nothing, an array of numbers matches the options, value: '' reads like an empty data-coreui-value, and a value of the wrong type keeps the option type error. The coreui.bundle.min.js ceiling goes up by the measured 0.09 KB.
