Replace the archived clang-format wrapper with clang-format-node (#1632)

- Replace clang-format with clang-format-node pinned to 4.0.3, bundling LLVM clang-format 23.1.3.
- Preserve the existing clang-format command used by npm run format and lint-staged without adding system tool requirements or changing CI workflows.
- Remove the obsolete wrapper's glob 7 and inflight dependency chain from the local installation.
- Set the formatter language standard to C++20 while preserving distribution-specific compiler requirements.
- Document the formatter setup, version pin, and completed migration in the dependency maintenance audit.
- Leave existing C++ source files unchanged; no repository-wide reformatting.
