Remove json-bigint by preserving large integers in Python (#1634)

- Add a shared Python serializer that recursively converts integers outside JavaScript's safe range into exact decimal strings.
- Use the serializer for MSG, SRV, Action, and IDL parser output while retaining safe integers, floats, booleans, and existing strings.
- Simplify the JavaScript parser to plain JSON.parse, removing Node-version checks and the context-dependent reviver.
- Remove json-bigint and its transitive bignumber.js dependency without raising the Node 20.20.2 minimum or requiring experimental flags.
- Reject JSON parsing failures through both asynchronous parser entry points.
- Add regression tests for integer boundaries, 64-bit limits, nested containers, defaults, constants, floating-point values, and error propagation.
