refactor(Validation): drop the defenses of cases a page does not reach (#1673)

The controller and the field follower keep one pending reset each instead
of a task per reset event, so the last reset of a form in a task decides,
and the follower no longer reads ahead to a reset whose task has not run.
The controller follows resets from its constructor, a host that keeps its
description lends the date sections the one it had at the start, and
dismiss() draws what it dropped, after telling the owner, instead of
returning whether it dropped anything. The specs of the removed cases and
two of the three rejected setConfig conformance rules go with them.
