Respect explicit empty headers for dictionary generators (#742)

`fromdicts((record for record in records), header=[])` still infers
columns from the records. The same explicit empty header is respected
when `records` is a list. This changes the selected fields merely
because the input is a generator.

Infer the generator header only when it is `None`, preserving an
explicit empty list or tuple. Regression tests check both input forms
and a second pass through the cached generator view.
