Fix issorted() on tables without data rows (#743)

This fix `issorted()` on a table that has a
header but no data rows, like an empty CSV export or what's left after a
`select()` that matched nothing. `etl.issorted([('foo', 'bar')], 'foo')`
raises a bare `StopIteration`, because the first data row is read with
`next()` without checking there is one. Same with no key on an empty
table.
