codegen: Declare `jl_egal__unboxed` as read-only (#63766)

* codegen: Declare `jl_egal__unboxed` as read-only

`===` on boxed values of the same type calls `jl_egal__unboxed`, which was
declared as possibly writing argument and inaccessible memory. It only
reads, so declaring it `memory(read) nounwind willreturn` lets LLVM hoist
and CSE the call and stops it from clobbering loads around it.

For example, a loop-invariant `a === b` on `@nospecialize` arguments
inside a loop is now evaluated once, and the loop vectorizes: summing
10,000 `Int`s under such a test goes from 33 µs to 0.5 µs (Apple M4).

* codegen: Preserve memory location restrictions for egal

Mark argument and inaccessible memory accesses as read-only without
broadening the memory that `jl_egal__unboxed` may access. This retains
the existing alias-analysis information while allowing LLVM to exploit
the absence of writes.
