refactor(ListBox, ChipSet): share typeahead and range selection through a util (#1635)

Move the typeahead buffer, the match search and the anchor-to-target range into util/list-navigation, published as @coreui/coreui-pro/utils/list-navigation for the React and Vue editions. ListBox and ChipSet drop their own copies, timers and constants. The shared search trims the entry text, which ListBox already did and ChipSet now does as well.

ListBox started a multi-character typeahead at the last option when no option was active, so typing "ap" after the active option was cleared landed on "Apricot" instead of "Apple". The shared search starts at the first option, as ChipSet already did.
