Move dev, test and CI Postgres from 12 to 18.6 (#537)

Groundwork for the Django 6.1 migration, so CI hits version surprises before a
deployment does. The backend suite passes unchanged on 18.6.

`postgres:18` keeps data in a major-version subdirectory and refuses a mount at
`/var/lib/postgresql/data`, so `pg-data` moves one level up; existing volumes
need the one-time dump in `doc/notes/postgres-18-upgrade.md`.

pgAdmin 5.7 cannot introspect an 18 server. The CI entrypoint's unused
`postgresql-client` has no 18 build on alpine 3.14.

Postgres 16 made `system_user` a `pg_catalog` function, shadowing the table of
that name in unquoted SQL; `debug.sql` now quotes it.
