chore(build): drop JSDoc from the built JavaScript (#1607)

The unminified bundles (`coreui.js`, `coreui.esm.js`, `coreui.bundle.js`), the per-plugin files in `js/dist` and the util modules in `js/dist/util` kept every JSDoc block from the sources. The minified files already drop them in terser. The JSDoc made the unminified files about 29 kB gzip bigger and moved their bundlewatch numbers with every documented util.

The four rolldown writes now set `comments: { jsdoc: false }`. The license banner and the `@__PURE__` annotations stay. The JSDoc stays in the TypeScript sources and in the emitted `.d.ts` files, where editors read it.

Measured with bundlewatch on `v6-dev`:

`js/dist` has no JSDoc block left, and all 53 plugin files keep their banner. A new case in `build/rolldown.config.test.mjs` checks that the JSDoc goes and the banner and the annotations stay, and it fails without the option.
