fix(Rating): draw the empty stars in fg-4 (#1601)

--cui-rating-item-color moves from --cui-fg-3 to --cui-fg-4, gray-500 in the
light scheme and gray-600 in the dark one. Measured in Chromium, these are the
lightest grays that keep 3:1 against the page background, light 3.96 and dark
3.34. Against a star picked in the default warning colour they give 2.40 in
the light scheme and 3.59 in the dark one. A visual spec pins the colour in
both schemes, and the migration guide notes it.
