feat(Rating): take a validation state and a required option (#1600)

The rating takes a validationState option, or .is-invalid/.is-valid on its
element read once when it starts, and a required option. The state draws the
focus ring of the stars in the theme of the state, also over a theme of the
rating, and keeps the colours of the stars. 'invalid' sets aria-invalid on the
radiogroup, links the feedback after the rating, or the one named in its
data-coreui-invalid-feedback, on every radio, and blocks the submit through
the checked radio, or the first one without a value. Picking or clearing a
star and a native reset drop the state before change.coreui.rating; a change
from code keeps it, and setConfig with only validationState does not render
the stars again.

required makes every radio required and sets aria-required on the group. A
read-only rating is never required and never blocks. A required rating
without a value shows the state a validation reports, also after setConfig
renders the stars again, and the radios are owned by the rating, so the form
plugin leaves them alone.

The reset listener filters on the live form of the radios and listens in the
capture phase on the root and on the form the rating started in, once per
reset. The form validation util treats .rating as the layout element of its
radios, and followUserValidity takes a wasReported flag for a control that
replaces a reported one. dispose no longer leaves class="". The Stepper and
Validation pages list the rating.

The JS bundlewatch ceilings go up for the measured growth against the base
with gzip -9: coreui.bundle.js +585 B, coreui.bundle.min.js +541 B,
coreui.esm.js +622 B, coreui.esm.min.js +534 B, coreui.js +651 B,
coreui.min.js +535 B.
