fix(MultiSelect): drop a given state only when the user changes the selection (#1592)

The multi select dropped a given validation state at every user action,
also when the selection stayed the same, and its form reset dropped a state
the page gave after the reset began. It now follows the rules the date
fields and pickers use.

- A user action (a pick in the list, a removed chip, the cleaner, select all,
  Backspace, the header actions) drops the state only when an option
  actually changes. The first change uses the action up, so what the page
  does in a change.coreui.multi-select, input or change listener meanwhile
  counts as code.
- A gesture the list reports in several steps, such as a pick in a single
  select or Ctrl+A, is one action, and the steps of a bulk action that change
  nothing send no event before its first change.
- Picking the option a single select already holds, or a header select all
  with everything selected, keeps the state.
- Dropping the state lifts the submit block right away, before
  change.coreui.multi-select fires.
- A native form reset drops only a state given before it, so a state the
  page gives from a reset listener on the form or right after form.reset()
  stays.
