fix(storage): version label-index readiness for upgrades

Require the v3 label-index scheme marker instead of accepting legacy value 1. Rerun the existing background backfill on populated upgraded stores; stamp empty stores current synchronously. Share the completion marker writer.

Legacy-marker namespace recovery, empty-store, marker-shape and restart-idempotency regressions pass. Focused label/index race tests, storage vet and a standalone production build pass.
