revert(storage): undo one-pass label scans (#911)

Undo faa70f4e, f853bf9d, d8e0f942 and d0698f8a: restore point-lookup label scans and remove the related unreadable-record skipping tests and one-pass release note.

Retain the unrelated property projections, scanned-node reuse, adjacency headers and history optimizations. Focused label/index/projection and public streaming tests pass; storage label race checks pass.
