Users dialog: always show the keys a folder is encrypted to (#1962)

With "Show unusable keys" unticked the dialog hid every expired, revoked
or missing key, including the ones in the folder's .gpg-id. They stayed
ticked in the selection but were invisible, so OK kept them, nothing on
screen said why every save in the folder failed with "Unusable public
key", and the only way to untick them was to know about the checkbox.
Found on a real store whose .gpg-id still listed keys that expired in
2014-2024.

Ticked keys are now always listed, with their badge; the checkbox only
reveals unusable keys as candidates to add. Unticking one makes it a
candidate again, shown on request. A key gpg itself marks expired
(validity 'e', which is not "valid") was badged [INVALID]; it is
[EXPIRED] now, which says what to do.
