fix(Calendar): leave keys with Alt, Control or Meta to the browser (#1543)

The grid answered an arrow, Home, End, Page Up or Enter whatever modifier
was held and cancelled it, so Alt + Arrow Left moved to the previous day
instead of reaching the browser, where it goes back on Windows, and Ctrl or
Cmd with an arrow or Home was cancelled the same way. `getCalendarKeyAction`
now gives no action for a key pressed with Alt, Control or Meta, so the
grid neither moves nor cancels it; Shift + Page Up / Page Down still turn
by a year. The same function drives the React and Vue calendars.

`hasShortcutModifier` moves from the date sections util to the calendar
util, which both use, and the date sections util still exports it.

`coreui.js` grows by 144 B (gzip -9 against v6-dev), mostly the JSDoc of
the moved helper, and breaks its bundlewatch ceiling; `coreui.esm.js`
(+159 B), `coreui.bundle.js` (+145 B), `coreui.min.js` (+16 B) and
`coreui.bundle.min.js` (+18 B) are left within 10 to 20 B of theirs. All
five ceilings go up by 0.25 kB.
