fix(RangeSlider): name every handle after the field, and describe it (#1540)

With several handles, an aria-label, aria-labelledby or aria-describedby on the slider element moves onto the handles: the field name comes in front of every handle's name (aria-labelledby pointing at the field label and at the handle, or aria-label prepended), and every handle carries the description. The attributes are taken on every build and given back on dispose unless the page set them again; an element with a role of its own keeps them; a single handle follows the same rule; a second dispose no longer throws. Docs examples name their handles with ariaLabel, the form field example drops role="group", and the migration guide covers the change. Four JavaScript budgets go up by 0.25 kB (+205 to +274 B gzip).
