test(DatePicker): pin the panel entry when the week of today is before minDate (#1522)

In week selection, a picker whose minDate falls after the week of today
opens with that row disabled: it carries neither a tabindex nor the
selectable mark, so the entry passes over it and lands on the calendar's tab
stop, the first week the limits allow. Nothing checked that path; the spec
freezes today on 15 July 2026 with minDate on the 22nd and expects the row
holding the 22nd.
