refactor(common)!: remove unused grpc.CredentialSupport (#2023)

CredentialSupport had no callers outside its own test, in FSC or in
Panurus. Its per-channel root CA map could only be populated by mutating
the map returned by AppRootCAsByChain, which bypassed the mutex.

The deleted test was the only one feeding non-PEM input to
AddPemToCertPool; util_test.go now covers that case directly.

Closes #2021

BREAKING CHANGE: grpc.CredentialSupport and NewCredentialSupport are
removed from platform/common/services/grpc. To dial a peer, use
grpc.NewGRPCClient with ClientConfig; for raw transport credentials,
use SecureOptions.TLSConfig() with credentials.NewTLS.
