Show users their own territories (#416)

* Show users their own territories

Users linked to a publisher now see a "Meus Territórios" section on the
home page, listing every territory assigned to them. Territory lists
also get Todos/Meus buttons at the top. "Meus" applies the existing
assignee filter with the user's publisher.

* Only list the current congregation's territories as mine

Territory assignment doesn't check that the assignee belongs to the
same account, so a publisher could hold a territory from another
congregation. Going through current_account keeps that territory off
the home page.

* Link my territories only when the user may open them

Territory pages still go through the controller ACL, so a linked user
without territory permissions clicked through to "access denied". The
home page now lists those territories by name only. The permission
check moved to User#authorized_for? so the ACL and the page share it.
