Keep development and test gems out of the production image

The image installed every bundle group, which put spring inside it. Since
bin/rails loads the spring binstub, any command run in the container was
preloaded by spring, and spring aborts when reloading is disabled:

    Spring reloads, and therefore needs the application to have reloading
    enabled. Please, set config.cache_classes to false in
    config/environments/production.rb

That made `kamal app exec --interactive --reuse "bin/rails console"` unusable.

Excluding the development and test groups also requires building assets in the
production environment, and precompiling there boots the app, so a dummy secret
is supplied for that step.
