test(view): increase coverage of platform/view/services/comm/host/websocket/routing (#1954)

The package had no tests at all: all eighteen functions sat at 0% with
scripts/filter-coverage.sh applied. Everything in it is decision logic over
in-memory maps, so it tests without a network.

Adds routing_test.go covering:

- the four selection strategies, including the sequence RoundRobin actually
   produces and that each call returns an independent counter
- staticLabelRouter and newStaticLabelRouter, with a missing file and
   malformed YAML
- serviceDiscovery's Lookup and LookupAll, including a router that reports
   success with an empty address set
- EndpointServiceIDRouter, with identity failure, resolver failure and a
   resolver carrying no P2P address
- StaticIDRouter's Lookup and ReverseLookup
- LabelResolver's prefix stripping, its cache, and both error paths
- ResolvedStaticIDRouter, with an unknown label, an unreadable config and a
   failing label lookup

Package coverage is now 98.7%, measured the same way.
