fix(Calendar): let every date inside the limits take the focus (#1485)

A date that cannot be picked no longer drops out of keyboard navigation.
Every day, week row, month, quarter and year that reaches into minDate /
maxDate carries a tabindex, so the arrows, Home/End and the page keys stop
on a date in disabledDates instead of walking past it, aria-disabled tells a
screen reader it is unavailable, and Enter, Space and a click do nothing
there. Only cells wholly outside the limits, and the days of an adjacent
month without selectAdjacentDays, take no focus. tabindex now marks what can
take the focus and data-coreui-selectable what can be picked; click and
keydown are delegated to the first, hover to the second.

The calendar opens on today moved into the limits, and focus lands there even
when that date cannot be picked. getOpeningDate, which searched up to a year
either way for a month with something to pick, and the walk past disabled
cells in the arrow and page handlers are gone. A page given explicitly that lies wholly
outside the limits still shows as asked: its grid is the tab stop and an arrow
moves to the limit it points toward. A month or year of the navigation views
that cannot be picked stays closed, like every other cell that cannot be
picked, and the state refresh after a pick covers every cell, since a date
that cannot be picked can still hold the selection and would otherwise keep
it, and the tab stop with it.
