fix(Rating): follow a form reset (#1487)

Rating set the checked state through the checked property only, so a
native form reset unchecked every radio, since none carried defaultChecked,
while the stars and the internal value kept the old rating.

The radio of the configured value now carries defaultChecked, so the
native reset checks it, and a listener on the form the rating sits in at
init reads the checked radio once the reset has run (the event fires
before it). It updates the value and the stars in place, without
re-rendering, so focus stays on the star, and fires change.coreui.rating
with the radio's value, the same string a click reports, only when the
value changes. A reset that a listener cancels changes nothing, the way
Section Input handles it. The listener belongs to the instance and goes on
dispose, so the other ratings in the same form keep theirs.

The label highlighting the change and mouseleave handlers each wrote out
moves into one _highlightLabels() method that the reset reuses.
